Two more people have been arrested related to a theft at London's Heathrow Airport in which 21 people were injured by a substance believed to be an irritant spray, as stated by law enforcement.

A 24-year-old man, was taken into custody in Lambeth on suspicion of theft and assault and a 23-year-old woman was detained for suspected conspiring to commit a robbery. Both individuals remain in custody, the force said.

These detentions follow an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Prior to the incident, two women were robbed of their luggage upon exiting a car park lift.

A toddler aged three was among the those hurt during the incident. A total of five individuals went to hospital for medical care and have since been discharged.

Officers arrested a 31-year-old man for suspected theft and assault near the scene. He was subsequently released pending further inquiries while inquiries continue.

Authorities were called at approximately 8:10 in the morning GMT following reports of several individuals injured by an irritating chemical believed to be pepper spray.

The assault - an event that police said was isolated and not considered an act of terror - caused train delays and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 parking facility briefly.
